The composition of students within the classroom is a key validity concern for classroom-level, value-added metrics. Value-added models (VAMs) implicitly assume that teachers have the same kind of students across classrooms. This paper provides an overview of the value-added model classroom assignment validity concern, highlights the most recent and relevant research on the subject, and summarizes the implications for data quality and value-added modeling within the context for high-stakes accountability systems, such as those implemented by Teacher Incentive Fund (TIF) grantees.
