This policy memorandum outlines a key challenge that states and districts around the country are confronting; one that is a major concern for Teacher Incentive Fund (TIF) grantees in particular: how to measure student growth in a meaningful way during the transition from state-specific assessments to new, Common Core-aligned national assessments. Following a short overview of the challenge, the paper describes several key issues for grantees to consider, discusses strategies for addressing these issues, and closes with a summary of key considerations and recommendations.
